  48. DESCRIPTION: 1.  Mexico will ensure that: 
  49.  
  50. (a)  a lawyer authorized to practice
  51.   in a province of Canada or a
  52.   state of the United States of
  53.   America who seeks to practice as
  54.   a foreign legal consultant in
  55.   Mexico shall be granted a license
  56.   to do so if lawyers licensed in
  57.   Mexico are accorded equivalent
  58.   treatment in such province or
  59.   state; and
  60.  
  61. (b)  a law firm headquartered in a
  62.   province of Canada or a state of
  63.   the United States of America that
  64.   seeks to establish in Mexico to
  65.   provide legal services through
  66.   licensed foreign legal
  67.   consultants shall be authorized
  68.   to do so if law firms
  69.   headquartered in Mexico are
  70.   accorded equivalent treatment in
  71.   such province or state.

  73. 2.     Mexico will, pursuant to
  74. paragraph 1(a), deny benefits to
  75. foreign lawyers employed by or
  76. associated with foreign legal
  77. consultancy firms established in
  78. Mexico, pursuant to paragraph 1(b), if
  79. such lawyers are not authorized to
  80. practice in a province of Canada or a
  81. state of the United States of America
  82. that authorizes lawyers licensed in
  83. Mexico to practice as foreign legal
  84. consultants in its territory.

  86. 3.      Subject to paragraphs 1 and 2,
  87. Mexico will adopt rules and procedures
  88. regarding the practice of foreign
  89. legal consultants in Mexico, including
  90. matters related to association and
  91. hiring of lawyers licensed in Mexico.
